根据《事业单位人事管理条例》《安徽省事业单位公开招聘人员暂行办法》等有关规定,现就我校2026年度公开招聘高层次人才有关事项公告如下:

According to relevant provisions including the Regulations on Personnel Management of Public Institutions and the Interim Measures for Public Recruitment of Public Institution Staff in Anhui Province, Huaibei Normal University hereby releases its 2026 public recruitment announcement for high-level domestic and overseas talents as follows.

一、学校简介 University Introduction

淮北师范大学是安徽省属重点综合性大学,坐落于全国文明城市、国家园林城市——安徽省淮北市,毗邻徐州,交通便捷。学校1974年建校,时为安徽师范大学淮北分校。1978年12月定名为淮北煤炭师范学院,面向全国招生。1998年9月实行“中央与地方共建,以安徽省管理为主”的管理体制。2010年3月更名为淮北师范大学。2003年获得硕士学位授予权,2009年增列为省级立项建设博士研究生培养单位和博士后培养单位。

Huaibei Normal University is a key provincial comprehensive university based in Huaibei, Anhui Province—a National Civilized City and National Garden City adjacent to Xuzhou with convenient transportation.

Founded in 1974 as the Huaibei Branch of Anhui Normal University, the university was renamed Huaibei Coal Industry Teachers College in December 1978 with the approval of the State Council. Under the former Ministry of Coal Industry, it began enrolling students nationwide. In September 1998, it adopted a management system of “co-construction by the central and local governments, with Anhui Province as the principal administrator”. In March 2010, it was renamed Huaibei Normal University with the approval of the Ministry of Education. It was accredited to confer master’s degrees in 2003.In 2009, it was approved as a provincial-level doctoral and postdoctoral training institution.

学校有相山、滨湖两个校区,占地面积2400余亩。校园依山而建,自然环境优美,人文气息浓厚,先后被评为“安徽省园林式单位”“全国绿化模范单位”。学校配套建有享誉淮北的附属幼儿园、小学和省级示范高中等优质教育资源。现有17个学院,60个本科招生专业,17个一级学科硕士学位授权点、14个硕士专业学位授权点,拥有教育部重点实验室1个,3个学科进入ESI全球前1%。

Huaibei Normal University has two campuses, Xiangshan and Binhu, covering a total area of over 2,400 mu.The campus nestles against the hills, boasting a beautiful natural environment and a rich cultural atmosphere. It has been honored as “Garden-like Unit of Anhui Province” and “National Greening Model Unit”. Huaibei Normal University also offers high-quality educational resources, including well-known affiliated kindergartens, primary schools and a provincial demonstration high school. Currently, it comprises 17 colleges, 60 undergraduate programs, 17 academic master’s programs and 14 professional master’s programs. It hosts 1 Key Laboratory of the Ministry of Education, with 3 disciplines ranking among the top 1% in the ESI global rankings.

学校拥有国家级一流本科专业建设点11个,一流课程4门;省级一流本科专业建设点13个,省级各类课程173门次;建有省级以上科研平台23个,涵盖安徽省重点实验室、省工程研究中心、省协同创新中心、省级人文社科重点研究基地及省级智库等多个高水平科研载体。其中,安徽省重点培育智库“安徽省大运河文化研究中心”获省委宣传部批复立项,安徽文献整理与研究中心获批“安徽省铸牢中华民族共同体意识研究基地”。

Our university has 11 national first-class undergraduate major construction programs, 4 national first-class courses, 13 provincial first-class undergraduate major construction Programs and 173 provincial courses of various of various types. It has established 23 scientific research platforms at or above the provincial level, including Anhui Provincial Key Laboratories, Provincial Engineering Research Centers, Provincial Collaborative Innovation Centers, Provincial-level Key Research Bases for Humanities and Social Sciences, and provincial think tanks. Among them, the Anhui Grand Canal Culture Research Center, a key cultivated think tank of Anhui Province, has been approved by the Publicity Department of Anhui Provincial Party Committee, and the Anhui Document Collation and Research Center has been recognized as the Anhui Research Base for Forging a Strong Sense of Community for the Chinese Nation.

学校多次获评“安徽省人才工作先进单位”“安徽省就业工作先进集体”,大学生社会实践工作连续34次获共青团中央表彰。

The university has repeatedly been awarded the titles of Advanced Unit for Talent Work and Advanced Collective for Employment Work of Anhui Province. Its students' social practice programs have received honors from the Central Committee of the Communist Youth League for 34 consecutive years.

五、招聘条件 Recruitment Requirements

招聘对象为符合招聘岗位条件的人员,且必须符合以下条件:

Candidates must meet the following basic Qualifications and the specific requirements of the applied position:

(一)基本条件 Basic Qualifications

1. 具有中华人民共和国国籍;

1. Should hold the nationality of the People's Republic of China;

2. 拥护中华人民共和国宪法,拥护中国共产党领导和社会主义制度;

2. Uphold the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system;

3. 遵守教师职业道德规范,具有良好的政治素质和道德品行;

3. Abide by professional ethics for teachers, with good political quality and moral conduct;

4. 具有岗位所需的专业知识、业务能力或技能条件;

4. Possess the professional knowledge, competence and skills required for the position;

5. 具有正常履行职责的身体条件和心理素质;

5. Be physically and mentally fit for job performance;

6. 具有博士研究生学历及学位;

6. Should hold a doctoral degree and doctoral diploma;

7. 具备岗位所需的其他条件。

7. Meet other specific requirements of the position.

(二)年龄要求 Age Requirements

应聘人员年龄须在40周岁及以下,即1986年1月1日(含)后出生(其他涉及年龄计算的以此类推)。具备副高级专业技术职称人员年龄可放宽至45周岁;具备正高级专业技术职称人员年龄可放宽至50周岁。

Candidates shall be under the age of 40 (born on or after January 1, 1986). The age limit for candidates with associate senior professional titles can be extended to 45 years old, and that for candidates with full senior professional titles can be extended to 50 years old.

(三)不得报考情形 Ineligibility

有下列情形之一的人员,不得报考:

Candidates under any of the following circumstances are not eligible for application:

1. 现役军人;

1. Active-duty military personnel;

2. 在读的全日制普通高校非应届毕业生;

2. Non-graduating full-time students of regular institutions of higher education;

3. 在各级公务员招录和事业单位公开招聘考试中被认定有严重违纪违规行为尚在禁考期内的人员;

3. Personnel with serious disciplinary violations in civil service or public institution recruitment examinations and still within the examination ban period;

4. 因犯罪受过刑事处罚的人员,被开除中国共产党党籍的人员,被开除公职的人员,正在接受司法调查尚未做出结论的人员,受到党纪政务处分期限未满或正在接受纪律审查的人员;

4. Personnel who have received criminal punishment for crimes, been expelled from the Communist Party of China or public office, are under judicial investigation without a conclusion, or are still within the period of party discipline or administrative sanctions or under disciplinary inspection;

5. 按照国家、省有关规定,尚在最低服务年限内的机关、事业单位正式在编工作人员;

5. Formal staff of state organs and public institutions who are still within the minimum service period in accordance with relevant national and provincial regulations;

6. 法律法规规定不得参加报考或聘用为事业单位工作人员的其他情形人员。

6. Other personnel who are prohibited from applying for or being employed as public institution staff by laws and regulations.

(四)回避要求 Recusal Requirement

招聘对象不得报考聘用后即构成《事业单位人事管理回避规定》第六条所列情形的岗位。

Candidates are not allowed to apply for positions that fall under the recusal circumstances stipulated in Article 6 of the Regulations on Personnel Recusal of Public Institutions after employment.

六、报名和资格审查 Application and Qualification Verification

(一)报名 Application

报名采用网上报名的方式进行。报名网站为:http://hr.chnu.edu.cn:8080/zp.html#/

All applications shall be submitted online via the official portal: http://hr.chnu.edu.cn:8080/zp.html#/

应聘报名截止时间为2026年12月31日,招满为止。应聘人员可登录网址进行账号注册、应聘报名并将详细准确的报名材料作为简历附件上传,同时也可向各岗位联系人咨询应聘事宜。

The application deadline is December 31, 2026, or earlier if all vacancies are filled. Applicants may register an account and submit applications via the designated website, and upload complete and accurate application documents as resume attachments. In addition, inquiries about applications can be directed to relevant contact persons of each position.

(二)资格审查 Qualification Verification

收到简历后,人事处牵头、相关单位配合,及时对应聘人员材料进行资格审查,对符合需求的应聘人员邀请其来校参加考核。审查结果可登录报名系统查看(审查未通过者,学校不再逐一通知)。

Upon receiving applications, the Human Resources Office will take the lead, with assistance from relevant departments, to conduct timely the qualification reviews. Qualified candidates will be invited for on-campus assessments. Review results can be checked via the application system. Unsuccessful applicants will not receive individual notifications.

参加考核人员,须提供以下材料原件:有效居民身份证、应聘岗位要求的学历学位证书(或相关证明)、发表的论文及其他科研成果证明、学习成绩单、获奖荣誉证书等相关材料。其中,属机关、事业单位在编正式工作人员须按照人事管理权限提供所在单位(主管部门)同意报考的证明材料。

Candidates attending the assessment shall present original documents including valid ID card, academic degree certificates or relevant certifications required for the position, published papers, research achievements transcripts, academic records and honor certificates. In-service staff of government departments and public institutions must submit approval documents issued by their affiliated authorities.

学校在专业测试前对应聘者进行心理健康测量,测量结果仅作为参考,不计入总成绩、不对外公布。

A psychological health assessment will be arranged for candidates before professional evaluation. The assessment results are for reference only, not included in the total score and not disclosed to the public.

资格审查贯穿公开招聘全过程,凡弄虚作假通过资格审查,其实际情况与报考条件规定不符的,一经查实,即取消专业测试、聘用等资格。

Qualification review runs through the entire recruitment process. Any applicant who obtains qualification by fraud or whose actual conditions do not meet the application requirements will be disqualified from professional assessment and employment once verified.

七、专业测试 Professional Assessment

(一)专业测试方式 Assessment Methods

专业测试包括面试、试讲和学术成果评价。通过资格审查的应聘人员进入专业测试环节,具体内容和要求如下:

The professional assessment consists of interview, lecture demonstration and academic achievement evaluation. Qualified applicants will enter the professional assessment session with specific contents and requirements as follows:

1. 面试:重点考察应聘人员的专业基础知识、个人特长、表达沟通及实际应变能力等综合素质。

1. Interview: Focus on assessing applicants' professional basic knowledge, personal strengths, communication skills, adaptability and other comprehensive qualities.

2. 试讲:重点考察应聘人员实现教学目的、掌握教学内容、运用教学方法的能力及教学效果等教学基本功。

2. Lecture Demonstration: Focus on assessing applicants' basic teaching abilities, including teaching goal achievement, teaching content mastery, teaching method application and teaching effectiveness.

3. 学术成果评价:重点考察应聘人员的学术水平和科研潜力。

3. Academic Achievement Evaluation: Focus on assessing applicants' academic competence and scientific research potential.

(二)考官组成 Examiner Panel

专业测试工作由各用人单位和人事处共同组织实施,成立由七名专家组成的考官组,其中外聘考官数量须占考官组人数的一半以上。

Professional tests are jointly organized and conducted by employing colleges and the Human Resources Office. A seven-member assessment panel will be set up, with external experts accounting for more than half of the total panel members.

(三)成绩合成 Scoring Criteria

考核总成绩按百分制计算,其中面试占30%、试讲占30%、学术成果评价占40%。总分100分,考核成绩低于70分者不得进入体检考察环节。考核结束后,按1:1比例等额确定进入体检、考察对象。

The total assessment score is calculated on a 100-point scale, including 30% for interview, 30% for lecture demonstration and 40% for academic achievement evaluation. Candidates with a total score below 70 points are not eligible for physical examination and background check. After the assessment, candidates for physical examination and background check will be determined in a 1:1 ratio.

八、体检考察 Physical Examination and Background Check

体检工作按照人力资源社会保障部、国家卫生计生委、国家公务员局《关于修订〈公务员录用体检通用标准(试行)〉及〈公务员录用体检操作手册(试行)〉有关内容的通知》(人社部发〔2016〕140号)、《关于调整公务员录用体检有关项目检查标准的通知》(组厅字〔2025〕28号)和《关于进一步规范全省事业单位公开招聘人员体检工作的通知》(皖人社秘〔2013〕208号)等有关规定执行。体检统一使用《安徽省事业单位公开招聘人员体检表》,体检不合格者不予聘用。

Physical examinations shall be conducted in accordance with relevant regulations including Circular on Revising General Physical Examination Standards for Civil Servant Recruitment (Trial) and Operating Manual for Physical Examination of Civil Servant Recruitment (Trial) (MOHRSS〔2016〕No.140), Circular on Adjusting Inspection Standards for Physical Examination Items of Civil Servant Recruitment (ZTB〔2025〕No.28), and Circular on Further Standardizing Physical Examination for Public Recruitment of Staff in Public Institutions across Anhui Province (AHRSB〔2013〕No.208). The unified Physical Examination Form for Public Recruitment of Staff in Anhui Public Institutions shall be adopted. Candidates failing the physical examination will not be employed.

考察工作突出政治标准,全面考察拟聘用人员的政治素质、道德品行、能力素质、遵纪守法、廉洁自律、心理健康、岗位匹配度等情况,核实报考资格、材料真实性及报考回避情形。

The background check prioritizes political standards, comprehensively evaluating candidates' political quality, moral conduct, professional competence, law-abiding awareness, integrity, mental health and position adaptability, and verifying their application qualifications, authenticity of submitted materials and recusal situations.

根据《关于加快推进失信被执行人信用监督、警示和惩戒机制建设的实施意见》(皖办发〔2017〕24号)文件精神,考察结束时考察对象仍属于失信被执行人的,考察结论为不合格。

In accordance with the guidelines of the Implementation Opinions on Accelerating the Construction of Credit Supervision, Warning and Punishment Mechanisms for Dishonest Persons Subject to Enforcement (Wan Ban Fa〔2017〕No.24), candidates still listed as dishonest persons subject to enforcement upon completion of inspection shall be deemed unqualified.

九、拟聘公示 Pre-employment Public Announcement

对体检、考察均合格的拟聘用人员名单,在学校官方网站公示5个工作日。

The list of candidates who pass both physical examination and background check will be publicized on the university's official website for 5 working days.

十、签约聘用 Contract Signing and Employment

经公示无异议或公示结果不影响聘用的,学校按规定报送安徽省人力资源和社会保障厅办理聘用手续。对违反招聘规定或未能在2026年12月31日前取得岗位要求学历、学位证书的人员,取消聘用资格。

Candidates with no objections after the public announcement will go through employment procedures at the Anhui Provincial Department of Human Resources and Social Security in accordance with regulations. Those who violate recruitment rules or fail to obtain required academic certificates before December 31, 2026, will be disqualified from employment.

根据《事业单位人事管理条例》,学校与受聘人员签订事业单位聘用合同,确立人事关系。新进人员实行试用期制度,试用期包含在聘用合同期限内。试用期满考核合格的,予以正式聘用;不合格的,取消聘用。

In accordance with the Regulations on Personnel Management in Public Institutions, the university will sign official employment contracts with recruited talents. A probation period is applicable for new staff, which is included in the contract term. Those who pass the probation assessment will be formally employed; otherwise, the employment will be terminated.

十一、有关事宜 Supplementary Provisions
